Probably a development of שׁ־ב־ק (š-b-q) / س ب ق (s-b-q), base stem Arabic سَبَقَ (sabaqa, “to precede”) in the sense of “trying to be before someone, competing with, rivalising” present in form III سَابَقَ (sābaqa).
