Wasei kango (和製漢語), orthographically borrowed from Japanese 安全第一 (anzen daīchi); itself a calque of English safety first; attested since at least 1930.

Etymology
Phrase composed of 安全 (anzen, “safety”) + 第一 (daiichi, “first”). Calque of English safety first.[1]
First attested in 1920 in the 秘密辞典 (Himitsu Jiten, “Secret Dictionary”).[1] Considering the publication, the term would have been in use before then.
