Glyph origin
Phono-semantic compound (形聲/形声, OC *baːs) : semantic 土 (“earth”) + phonetic 阜 (OC *buʔ).
Etymology
A late formation (後起字). Earlier forms of southern Chinese toponyms using the character were often written with the homophone 步 (MC buH) in historical records dated from the Northern Wei to Ming dynasties, which has been conjectured to be a transcription of an earlier Kra-Dai word (Kang, 2010). Cf. 墟 (xū, “market”).
