From ใบ (bai, “paper”) +‎ สั่ง (sàng, “to order; to command”).

ใบสั่ง • (bai-sàng) (classifier ใบ)

1. (law) official notice of a traffic offence: traffic ticket, traffic citation, etc.
2. (slang) order, command, mandate, or instruction, especially from a hidden authority.
