From brommen (“to hum, buzz, drone”) + -er. The sense “moped” probably after bromfiets, though both terms were first attested in the same year (1950).
The sense “coach taxi” may instead be derived from a taxi company Brom in Utrecht, the identity of which is obscure, however.
