Etymology

Xiao and Cao refer to Xiao He and Cao Shen, who are government officials of early Western Han dynasty. When Cao succeeded Xiao's position of grand chancellor, he adhered to Xiao's policies without amendments. First attested in Wen Xuan during Liang dynasty.[1]
