This character is a borrowing from the Ainu syllable ト゚, and is not included in JIS X 0213.
During the Edo period, some tōon literary materials used this kana to transcribe the Chinese syllable /tu/. This is no longer common today, as とぅ is preferred for all transcriptions of /tu/ instead.
