Uncertain. Possibly from Old Khmer binai (“law, order, regulation, rule; fine, monetary penalty; to fine, to impose a monetary penalty; etc”) + karmma (“act; action; deed; etc”), literally "act of regulating", "act of ordering", etc. Compare Modern Khmer ពិន័យកម្ម (pĭnôykmâm); Lao ພິໄນກັມ (phi nai kam).

     Section 1652 A person who is subject to guardianship cannot make a will to grant [his] estate to [his] guardian or [to] the spouse [or any of] the ascendants, or descendants, or cousins of the guardian, unless the guardian has already finished...making the statement of guardianship.
