The custom is to not lay Tefilin for Shacharit of Tisha be-Av, not a Talit, rather we wear a personal talit under our clothes without a blessing, but at Mincha we lay Tzitzit and tefilin, and we say blessings on them.

There are those with the custom to sleep the night of Tisha be-Av lying on the ground, and to place a stone under their head.

Rema Note: There is an issue for a person to be uncomfortable in the way they sleep on the night of Tisha be-Av, that if one normally sleeps with two pillows, he should not sleep with more than one (Tosefot end of Ta-anit), and there are people who place a stone under their heads, in memory of what is said: "And he took from the stones of the place [and placed them under his head]" (Bereishit 28,11) that he {Yaakov} [then] saw the destruction (Mordechai Mo-ed Kattan). However, pregnant ladies who can't be uncomfortable, are not obligated in any of this (Tosefot). [Nevertheless] a person should minimise their honours and their comforts on Tisha be-Av, where ever possible.
