This phrase (or the related takk fyrir mig) is used after finishing a meal to show gratitude to the person who cooked it or provided it. Forgetting to show gratitude after a meal is considered rude; in many households it is obligatory for children to say "takk fyrir matinn" after a meal.
Takk fyrir matinn is more informal and is used at home while takk fyrir mig is more deferential and would be used after being invited to dinner.
