Etymology
Literally, “queer as a seal”. It has been argued it was initially the homophonic pédé comme un foc (“queer as a jib”), a reference to sodomy. It is therefore possible the expression originated among sailors, and foc turned into phoque through popular unfamiliarity with naval vocabulary.
