From Middle Dutch *duevel (attested in the verb develen), from Old Dutch *duvil, from Proto-Germanic *dubilaz, probably derived from *dubjaną, whence English to dub. Cognate with Middle Low German dövel, Old High German tubil, whence modern German Dübel. English dowel may also be cognate; see there.
