Unknown. Furnée compares φαῦρος (phaûros, light), φλαῦρος (phlaûros, indifferent, bad) and φαῦλος (phaûlos, insignificant). Beekes suggests that ἀμαυρός (amaurós, dark) is also cognate and believes that this is a Pre-Greek word.
