If so, the elements are most likely from either Proto-Indo-Iranian *ní (“downwards, into, carefully”) or Proto-Indo-European *h₂en- (“up, on, onto”) and Middle Persian *gāštan-, from Proto-Indo-Iranian *kr̥náwti (“to do, make, construct”).
