Blend of чмо (čmo, scoundrel) + мо́бик (móbik, poorly-trained Russian conscript soldier), as if an abbreviation of части́чно мобилизо́ванный (častíčno mobilizóvannyj, partially-mobilized). In reference to the 2022 Russian mobilization being referred to euphemistically in Russian media as a части́чный мобилиза́ция (častíčnyj mobilizácija, partial mobilization).
