We exist in time as an accelerated frame. Perhaps the Pioneer Spacecraft did not slow down, it just lost part of the acceleration caused by our solar system's outward accelerating frame in a manner similar to the phenomenon that happens when a jet leaving the catapult of an aircraft carrier appears to slow down. This could be due to the loss in acceleration attributable to the ship.
