Nine of the ships entered in the above list, namely, the Colossus, Connecticut, Illinois, Java, Massachusetts, Nebraska, New York, Oregon, and Pennsylvania, were on the stocks at the date of the issue of the return, July 1, 1870.
The United States Navy was commanded on the 1st June, 1870, by one admiral, 1 vice-admiral, 10 rear-admirals, 25 com- modores, 50 captains, 90 commanders, 180 lieutenant-commanders, 64 lieutenants, 99 masters, and 160 ensigns.
The following table gives, after the official returns of the Secretary of the Treasury, the total naval expenditure of the United States in each of the ten fiscal years from 1860 to 1869 : —
