overlook the wearisome flings at Shafter ; and a soldier, if not a war correspondent, knows that ' ' defined strategic rules' ' have often to yield to circumstances, whatever "von Moltke may have advised in 1870." The moderate criticisms passed on our War Department were penned before the Boer campaign, and Englishmen now know more about the errors of war than then.
