The occurrence related in this story is no isolated or exceptional one. Its real importance lies in the fact that it depicts, in actual operation, the system of "administrative punishment" which goes on, year after year, in all the Provinces of Russia in which the Governor-Generals are allowed to override the common law; and in which the welfare of the inhabitants is at the mercy of men who act in secret, unchecked and uncontrolled.
