The requirements under Civil Service Rule VIII regarding temporary appointments, as amended by executive order of January 27, 1908, are hereby waived as to temporary appointments in the Treasury Department under the act of Congress approved May 30, 1908, "To amend the national banking laws." Temporary appointments under the act above referred to may be made by the Secretary of the Treasury without regard to civil-service rules for such time as may be necessary to carry into effect the provisions of the act mentioned.
