Mr. William S. Murphy, of Mississippi, may be appointed as a Chinese inspector in the Immigration Service without examination under the civil-service rules on account of his extensive experience in court practice and special qualifications, it being intended to utilize his capabilities at present in a position where there is great need of an officer who has legal training of a practical character.
