Schedule A, Subdivision III, of positions excepted from examination under the civil-service rules, is hereby amended by the addition of the following new paragraph, to be numbered "10:"

  1. Care takers of abandoned military reservations or of abandoned or unoccupied military posts, when the positions are filled by retired noncommissioned officers or enlisted men.
