The 15 persons employed under irrigation engineers in the Indian service, carried on the rolls of the disbursing officer as irregular employees outside the classified service, of which a list has been furnished the Civil Service Commission by the Secretary of the Interior, may be continued as a temporary expedient until other arrangements can be made; but no addition shall be made to this force of employees, except in accordance with the civil-service rules; nor shall the present employees be transferred to positions outside this force.
