The employment of laborers, skilled and unskilled, at the naval hospitals shall not be subject to the provisions of the civil service rules or navy-yard regulations, as the conditions surrounding such employment, including hours of labor, diversity of duties, and rates and manner of compensation, are such as to render the observance of such rules and regulations impracticable.
