Mr. Donald G. Mitchell, jr., who was employed on October 1, 1901, with the approval of the contractor, to supervise the construction of the buildings comprising the extension to the Government Hospital for the Insane, may be retained and appointed as supervisor of buildings and grounds without examination under the civil service rules.
