The Postmaster General is hereby authorized, without regard to the requirements of the civil-service rules, to appoint as temporary carrier on a rural route during the absence of the regular carrier on military duty the person upon whom the support of the dependents of the regular carrier devolves, the Postmaster General having ascertained that such person is competent and qualified to perform the duties involved.
