Schedule A, Subdivision I, paragraph 2 of the civil-service rules is hereby amended by striking out the words: "and confirmed by the Senate."

As amended clause 2 will read as follows:

2. One private secretary or confidential clerk to each of the heads of bureaus appointed by the President in the executive departments, if authorized by law.
