Schedule A, Subdivision XI of the civil service rules is hereby amended by the addition of the following paragraph to be known as paragraph 3:

  1. Commercial agents to investigate trade conditions abroad and in the United States, including the insular possessions, with the object of promoting the foreign commerce of the United States.
