Schedule A, Subdivision V, paragraph 3, of the civil-service rules is hereby amended by the addition at the end thereof of the following words:

"and the island of Samoa."

As amended the paragraph will read as follows and will except from the requirement of examination

"All positions in the island of Guam and in the island of Samoa."
