Miss Frances M. Marsh, of Pennsylvania, may be appointed to a clerkship in the Department of State, without examination under the civil-service act and rules. This order is made at the request and upon recommendation of the Secretary of State, who has knowledge of Miss Marsh's fitness from her clerical services under him while a Senator in Congress.
