Wind chill

Wind chill is the decrease in air temperature felt when wind touches the body.

A chart of wind chill values and how fast it is to get frostbite when outside in such temperatures[1].

Wind chill numbers are always lower than the actual outside temperature. When the temperature felt outside is higher than the real temperature, the heat index is used.
